Any ideas on how I can facilitate and promote the original intent of
this themed cache?

Don't shoot the messenger, but you probably can't.

I recall finding that cache, and I believe whoever found it immediately
before us were the first to post their own recommendation. We tried to
get it back on track by reposting their recommendation in our log, but
it didn't seem to help.

We placed a traditional themed cache, "Dogcacher". One look at the cache
page and it should be obvious that it's themed, even without reading the
details. It's supposed to be for dog toys. It's gotten everything from
bumper stickers to whoopee cushions. In fairness, it has also had
several dog toy exchanges, and many logs that have said in effect, "no
dog toy to trade, so TN/LN".

People will do what they want with (and at) caches ("Took phone card,
left used bubble gum"). In time, all caches will devolve and entropy
will be achieved.

So as to add something constructive, I will suggest that you post a note
log to the cache restating your intentions, so that at least you'll have
a better shot at reaching people who pay the most attention to the most
current log entries.

And I may as well take the opportunity, since whoever followed us didn't
log our selection, to tell this tale: When we found it, Judi wanted to
recommend Black Orpheus. I voted for Rashomon. So we compromised, and
wrote down Airplane!
