*Anyone* with a login can do just that, not only officials.  Next time
you log a cache, look at the choices for log type. There are: Found, Not
Found, Note, and "Cache Should be Archived".

Since their profile indicates that this team has yet to find its first
cache, it's evident they are new at this. You may want to drop them a
note explaining exactly why the Rangers are going to take their cache
sooner or later, and suggesting they remove it and archive it
themselves. (What would be really cool is if, when they archived it,
they put a note on the cache page explaining that they didn't know it
was prohibited to place caches in wilderness areas and that's why they
removed it, but that may be too much to ask.) You might also point them
to azgeocaching.com.
