But in the past, he and the people who review caches prior to their release would have just refused to approve it and then let the hider appeal to them. I interpret the fact that they let it get listed as they're pretty sure it's not inside. Based on the find log, it isn't, so in my opinion there's no reason to archive it. With all those folks, sometimes some sand gets kicked into someone else's face. Then we squabble awhile about it, then the dust settles, then everyone plays nicely again.
