If you don't mind an uninformed guess, I'll take a
stab at it.

The search function for the NFS web site only came up
with two references to Geocaching. One where there was
a discussion about it, but not what the result was,
and a forest in Alabama that wants to be involved with
placements. 

I'd say that the assertion that it is illegal on NF
land is wrong, as shown by the forest in AL. That
doesn't mean individual forests can't ban the activity
but someone more knowledgable will have to weigh in
there.
